Card Games Jacks Or Better

In the game Jacks to open, trips to win:
If I have 2 pair in my hand, are the odds better to through away 3 cards or better to keep both pair and throw away the one odd card?
If I keep both pair then I have 4 outs but I am getting only one card.
If I keep only one pair then I have only 2 outs but I am getting 3 cards.
If one of the pair is jacks or higher, throw the other 3 cards. That way you still have openers, while you are attempting to get trips. Your odds are improved.
If you have no pair jacks or better, (Example, you have 10′s and 2′s) throw one card. If you were to throw away one of these pairs, you no longer meet minimum qualification. (2 pair is higher than jacks.) You have to hope for the fullhouse. Even though the odds are against you.
