what graphics card should i use for WoW?

i play WoW, before i get into details, here’s a quick run down of my hardware etc.

x Dell DIMENSION E520
x 3.2gb RAM
x 2.3 kp/s internet speed
x 250 or less latency while playing WoW

Okay, so, most people get 65+ FPS while playing world of warcraft in dungeons, maybe 30-40 in raids.

Me? while questing i get 12, and while doing 25m raids i get 2 or 3 fps, and it’s really bad and irritating.

I’ve asked a computer nerd about it and i was told my graphics card is not suitable to run games smoothly like WoW.

I used to play GunZ, where the FPS was fine but all the characters were pitch black.

Can someone please tell me if it’s the graphics card doing the bad FPS? How much would the cheapest one be that could run 25+ fps in raids?
