Here in the Philippines, there’s a store called ‘Courtside’ w/c is license by Konami Asia to be the official distributor of “Yu-Gi-Oh! Official Card Game” Trading Cards in the Philippines. But some individuals are ordering online or buying from other countries so that they can sell them here in “bundles/boxes/sets” in a much lower price than the store.

Is there such a law to condemn them?

Very doubtful, unless that store has a contractual agreement to be the sole reseller of YGO cards. Normally, if you buy something legally you can sell it yourself.
